shifts 2-3 only

Customer bought this Isuzu NPR with a faulty JR403E and they replaced it with one that someone had in storage for a couple of years ...

Problem
has only a 2-3 shift..downshifts to second upon stopping and shifts to third every time..No manual low braking , no 4th shift or tcc....I have monitored at TCM and found that the solenoids are being properly commanded...Before I go inspecting shift solenoids and VB more closely, i think there is an ATSG bulletin 93-63 that address such a concern, does anyone know the jest of what it says?...many Thanks !!!

Update
Shift valve A return spring is apparently not the original and is about 50% stronger than shift valve B spring.....ATSG book gives spring dimensions and so now I have reinstalled valve body with a spring close to the original dimension ( actually it is a 350 governor spring I think ) ..I did not change solenoids and so far upon road test all is well...I have 1-2-3-TC-4th......going to road test more and see if it stays fixed...
