Problem

Original Customer Complaint:
delayed engagment in fwd, neutralizes at stops.
Current Customer Complaint:
delayed fed engagement, falling out of gear at stops.
Work Completed This Visit:
line pressure test- rev normal (epc and line, idle and stall). fwd - line pressure low, epc pressure below specs- idle-20lbs, wos-80. Voltage to epc stays constant at 1.44 volts- does not change with throttle opening. Replaced epc solenoid, internal hard wire harness, case connector, PCM. Still have same problem- epc ground signal wire from pcm to trans OHMs good, trans shifts normal once it engages with rpm rise.
I have removed and inspected valve body and air checked the fwd clutch- no problems detected.
Summary:
this trans still had the lollipop in it and the pan was clean, Does the epc voltage on the 4r70w start low and rise with throttle? (opposite the 4r100).
