no shift when you put the gas pedal ti its max

if I disconnect the TPS is working fine but the check engine light is turned
Summary:
transmission shifting good but if you push gas pedal to its max, transmission wont shift but when you release the pedal it will shift, it you dont release the gas pedal it wont shift, the only thing that happens is that the RPM
