Overhauled transmission with new converter solenoid pack input and output speed sensors

Original Customer Complaint:
Same as above with overheated transmission fluid the overdrive clutches were burnt this a vehicle sees a lot of highway miles pulling a boat.

Work Completed This Visit:
I did a pressure test on the low and reverse and the reverse clutch packs I have 210 pounds of pressure in reverse with a load on the vehicle when. I start to feel the chatter according to all data my pressure is within specs.
Summary:
I have to back onto our drive on lift to feel this problem I put the vehicle in four wheel high and the problem is still there it goes away in four wheel low not sure if it's a transfer case or transmission problem any help would be greatly appreciated.
